Himfr.com reports China becoming the world's largest exporter of telecommunications equipment

Since 1997, just ten years, China has become the world's biggest telecommunications equipment exporter, exports from 1997 to 27 billion dollars to 2007 of 845 billion dollars. At the same time, Huawei, ZTE and other Chinese domestic telecom equipment manufacturers have begun to compete for foreign markets. According to the French "Les Echos" reported a decade later, China has become the world's largest telecommunications equipment producer, far ahead of other countries.

Cyber war is not the Cold War

The recurring use of the Cold War as analogy for cyberwar is not well thought out.  At Black Hat last week in Vegas, Jeff Moss recalled his youth and the gloom that overhung the world knowing there was the threat of global annihilation that could occur with only twenty minutes warning.  The US, China, and USSR built up massive stockpiles of nuclear warheads and the missiles, bombers, and submarines needed to deliver them while engaging in espionage to uncover the others’ strategies, technology, and movements.   This balanced threat of massive retaliation or an overwhelming first strike capability led to an uneasy global peace that has lasted 65 years.  Yes there have been regional wars in Korea, Vietnam, Iran-Iraq that have cost millions of lives, but nothing like the all out war that could have occurred between the Soviet Union and Western Europe, or China and the Soviet Union, either one of which would have pulled the US into WWIII.   The Cold War ended in 1990 when the Soviet Union dissolved. The world’s democracies and the peoples of Estonia, Ukraine, and the other ex-Soviet states were the winners. 
But cyberwar is not the Cold War. There is no balance of power, there Is no imminent threat of the world coming to an abrupt end.  Richard Clarke and Robert R. Knake use the Cold War analogy extensively in their book Cyber War: The next threat to national security and what to do about it. They and others call for a cyber build up reminiscent of the huge spending spree on technology that led to rapid development of space flight as well as miniaturization of thermo-nuclear warheads.



But what Clarke, Knake, and most other people engaged in this debate don’t seem to realize is that cyberwar is an extension of the threat that the Cold War fought.  Cyber attacks could be the destabilizing events that lead one country to launch its nuclear arsenal against the other. 
I agree with Gen. Michael Hayden(retired), the former  director of the NSA,  also speaking at Black Hat last week, that cyber espionage is not cyberwar.    Yet, espionage is still widely practiced. This summer saw prosecutions of both Chinese and  Russian spies embedded in the US.  Cyber espionage - intelligence gathering using computers and networks - is easy, inexpensive, and low risk.  The danger is when that espionage probes for weaknesses in command and control networks that, if exploited, could disrupt war fighting capability.



The one-time president of McAfee once told me of a chilling scenario.  Two countries with nuclear arms in a stand off, both developing weapons grade viruses.  The goal: disable the other’s ability to communicate with their missile silos long enough for the aggressor to launch a preemptive first strike. These two countries have fought six conventional wars, developed nuclear warheads and the missiles to deliver them, and happen to have technically advanced economies that rely on the Internet for communications and commerce.   While India and Pakistan are the most obvious adversaries there are plenty of other members of the nuclear club with North Korea and Iran racing to join.



I don’t worry about cyberwar.  We can survive network attacks that shut down the Internet and our so called critical infrastructure.  But can we survive a nuclear war that is triggered by a cyber attack that temporarily destabilizes a touchy balance of power?

Act now to address your compromised networks

It is increasingly evident that even the most secure environments are compromised.  While the successful penetrations might not be targeted in all cases there are enough incidents now public  to indicate the extent of the present danger. Every organization should revisit their security plans based on a new assumption: that their enterprise is already compromised and that their data is being exfiltrated.


Consider just these few incidents taken from a Heritage Foundation report published in 2008.
I am not stressing the China factor here only the loss of data and the methods used.



Titan Rain.  In 2004 Shawn Carpenter discovered significant amounts of data from government research labs, NASA, and defense organizations residing on servers outside the United States.
United Kingdom. Throughout December 2005, British Parliament offices were surreptitiously penetrated, also from computers using the Guangdong network. Britain's National infrastructure Security Coordination Center investigators told reporters, "These were not normal hackers.... The degree of sophistication was extremely high. They were very clever programmers." Some of the attacks targeted files in British government offices that deal with human rights issues.
The Trojan e-mail attacks targeted specific victims. "One email was targeted at one company in aviation. It was a Word document that had a Math/ cad component. If you did not have math/cad on your computer it would not open," said one expert. "The point was to find documents that had been written in that particular program and then send them back.(McAfee whitepaper )



Taiwan. According to an official of Taiwan's Ministry of National Defense, in 2006, Taiwan detected 13 PLA zero-day attacks launched within Microsoft applications and experienced a total of 178 days of vulnerability between notifying Microsoft of the attacks and receiving the appropriate patches. One PowerPoint-based attack was so sophisticated that it took Microsoft engineers over two months to construct a patch.
Spring 2007, a program was discovered at a foreign coast guard agency that systematically searched for documents that had shipping schedules, then forwarded them to an e-mail address in China, according to David Rand, chief technology officer of Trend Micro


 


And more recently we have seen the extent of the network of infiltrated machines specifically targeting organizations that impact Tibet-China relations as documented by research teams at the University of Toronto and SecDev in their GhostNet report.   Techniques that look remarkably like those used to traget Rio-Tinto, the Autralian mining giant.



The methodologies employed in these wide spread attacks is typically the combination of new  vulnerabilities and custom Trojan horses delivered over the web or through email. This January’s revelation that Google and dozens of other companies had succumbed to such attacks was a wakeup call for industry, the US State Department, and now Congress, which is responding with  legislation to address the issue.


APT and Cybersecurity
What should you be doing to address the presence of compromised internal resources?   While Data Leak Prevention attempts to provide an overlay of classification, network monitoring, and end point management (for USB devices), there is another approach that uses advanced agents on the desktop that continuously check for abnormal behavior that is indicative of root kits and custom Trojans.  I just posted a white paper on such a technology that is coupled with forensics tools from Guidance Software.  By identifying, disabling, and repairing infected machines you will engage in a constant battle against the enemy within.  But at least you will have a weapon for that battle instead of flying blind and trusting to ineffective AV, IDS, and firewalls.
